 + The regular meeting of the Mayor and Council convened at 6:32 p.m. on Monday, January 24, 2022, at the Train Depot with the announcement of a quorum.
 +MEMBERS PRESENT: ​ Mayor Walter Turner, Tiffany Coker, Danny Peed, Hannah Sloan, Laticia Dixon, Hiram Couch, and Timishea Price.

 +ADOPTION OF PROPOSED AGENDA
 +Danny Peed made a motion to adopt the proposed agenda. ​ Hannah Sloan seconded. ​  Mayor Walter Turner, Tiffany Coker, Laticia Dixon, Hiram Couch and Timishea Price voted in favor. ​ The motion passed.
 +APPROVAL OF MINUTES
 +Tiffany Coker made a motion to approve the December 20, 2021, regular meeting minutes. ​    ​Laticia Dixon seconded the motion. ​ Mayor Walter Turner, Danny Peed, Hannah Sloan, Hiram Couch and Timishea Price voted in favor. ​ The motion passed.

 +COMMITTEE REPORTS
 +Finance Committee: - Danny Peed raised a concern on the amount of money spent on lawyer fees.  Hiram Couch asked if there were procedures on when the lawyer should be contacted. ​ There are not any written procedures, the mayor replied he called the lawyer when he thought the city needed to be legally protected.
 +Property Committee: - No report.
 +Police Committee: - Due to COVID the committee was unable to meet but have a meeting scheduled for Jan 27, 2021
 +TAYLOR COUNTY FAMILY CONNECTIONS REPORT
 +TCFC Coordinator,​ Lula Neal read her report. ​
 +Taylor Reads is a county wide project of the schools in Taylor County, to help our children to improve their reading skills. ​  On December 12, 2021, Taylor County Family Connections and the St. Phillip Church of Reynolds gave Christmas stocking with books and art materials to children in the community.
 +Monday January 24, 2022, St. Phillip AME church of Butler and TCFC will distribute boxes of food. This event is at the Reynolds Police Building.
 +Taylor County Family Connection 2nd quarterly report was submitted on January 13, 2022.  TCFC quarterly report was approved on January 21, 2022, by the GaFCP the city will receive a check for $10,​907.90 ​
 +Tiffany Coker made a motion that City of Reynolds will continue as the Fiscal Agent for the Taylor County Family Connection. ​ Hiram Couch seconded. ​ Mayor Walter Turner, Laticia Dixon, Timishea Price, Danny Peed, and Hanna Sloan voted in favor. ​ The motion passed.
 +POLICE REPORT
 +Chief of Police, Lonnie Holder, informed council that Power DMS is up and running and that officer Sean Humphrey will be the manger of the State Accreditation,​ Sergeant Vernon Humphrey will be the assistant. ​ Sergeant Humphrey and Lieutenant Gillispie will be attending the GA Public Safety Training Center for Financial Investigations. ​ Sergeant Humphrey will also receive ARIDE training
 +PUBLIC WORKS REPORT
 +Public Works Director Scott Jones handed out a summary of information regarding his division to include a list of properties managed, a list of employees, and grants that the city has received. ​ Director Jones introduced Dillion Gillespie as the newest employee that will begin to attend classes to be certified in wastewater. ​ Council woman Price expressed concern that the new hire was going to receive training when there were employees that had been here more time.  Director Jones explained that neither of the existing employees wanted to cross train over to wastewater. ​ Both employees were asked numerous times if they wanted to attend wastewater training and they both declined.
 +FIRE REPORT
 +Fire Chief, Jamie Burgess, read his report. ​ Chief Burgess requested either the Wi-Fi or cable be reinstalled so that they can monitor emergency conditions.
 +Hiram Couch made a motion for Chief Lonnie Holder to purchase a Verizon Jet Pack for the Fire Department so they can monitor the internet for emergency conditions and use it for training. ​ Hannah Sloan seconded the motion. ​ Mayor Walter Turner, Laticia Dixon, Timishea Price, Danny Peed, and Tiffany Coker voted in favor. ​ The motion passed.

 +FINANCE REPORT
 +Acting City Clerk, Tammy Jones, gave a brief summary of the financial reports given out each month.
 +When the tracking of the rent for Tim’s Fireside Grill was mentioned, the mayor asked if we had copies of all the receipts. ​ Acting Clerk Tammy Jones said no.
 +MAYOR’S REPORT
 +Mayor Walter Turner requested City Council find funding in the upcoming budget so that City Council can attend more training.
 +OLD BUSINESS
 +None
 +NEW BUSINESS ​
 +- Lee Sawyer – Santa’s Sleigh. ​ Tiffany Coker made a motion to give Lee Sawyer the Santa Sleigh. ​ Tiffany Coker made a motion to amend her original motion to have the City Attorney do a Life Estate for personal property document containing applicable legal language whereby the sleigh returns to Reynolds upon the death of the grantee. ​ Hiram Couch seconded. ​ Mayor Walter Turner, Laticia Dixon, Timishea Price, Janna Sloan and Danny Peed voted in favor. ​ The motion passed.

 +- City Clerk position. ​ There was a discussion on when to interview, who to interview and possible dates and times for interviews. Council decided to make two interviews on Friday January 28th for the city clerk position. ​ First interview would be April Lester at 5:00 pm and the second would be Jerneisha Ridley at 5:30 p.m.

 +- Filming Silver Dollar Motorsports Park in March – requesting permission to drive lawnmowers on streets. ​ City Council agreed that the police department should receive compensation for their personnel assisting the company. ​ Council will work on a Special Events Ordinance during the work session scheduled for January 31, 2022.
 +EXECUTIVE SESSION
 +- Danny Peed made a motion to go into Executive Session at 7:55 pm.  Tiffany Coker seconded. ​ Mayor Walter Turner, Laticia Dixon, Timishea Price, Janna Sloan and Hannah Sloan voted in favor. ​ The motion passed.
 +- Tiffany Coker made a motion to come out of Executive Session at 8:11 pm. Danny Peed seconded. Mayor Walter Turner, Laticia Dixon, Timishea Price, Janna Sloan and Hanna Sloan voted in favor. ​ The motion passed.

 +There was no other business.
