 +The Special Called Meeting of the Mayor and Council of the City of Reynolds convened at 6:33 p.m. on Monday, October 14, 2019 at City Hall.

 +**MEMBERS PRESENT:​** ​ Mayor Walter Turner, Libby Bond, Danny Perkins and Walker Moore. Also, present was Tiffany Coker, Council elect.

 +**MEMBERS NOT PRESENT:​** ​ Brittany Wainwright, Erie Barker, and Chris Mason. ​

 +**ADOPTION OF PROPOSED AGENDA:**

 +Libby Bond made a motion to adopt the agenda as presented. Walker Moore seconded the motion. ​ Mayor Walter Turner and Danny Perkins voted in favor. ​ The motion passed.

 +**BUSINESS:​**
 +
 +MILLAGE RATE
 +City Clerk Pam Dowdy, informed Council that due to the illness of the Tax Commissioner and it being later in the year the 2019 taxes would not be due until late January 2020.
 +After a brief discussion on setting the Millage Rate for the year 2019, Libby Bond made a motion to set the millage rate for 2019 to the rollback rate of 12.66. ​ Walker Moore seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor. ​ The motion passed.
 +Pam reminded Council of the meeting on November 7, 2019 at 9:00 to formally adopt the millage rate for 2019.

 +FIRE HYDRANT VALVE PAYMENT
 +Pam explained to Council that the Public Works Department had been unable to locate a valve to cut off the fire hydrant on E. William Wainwright St.  In order to keep from draining the cities water tank Scott found a company that could install the valve without interruption of any of the cities water supplies. ​ The cost of the valve was $5600.00 (five thousand, six hundred dollars).  ​
 +Libby Bond made a motion to cover the cost of the valve, $5600.00 out of the 2019 SPLOST account. ​ Walker Moore seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor. ​ The motion passed.
