The regular meeting of the Mayor and Council convened at 6:30 p.m. on Monday, May 20, 2019 at the Train Depot with the announcement of a quorum.

MEMBERS PRESENT: Mayor Walter Turner, Danny Perkins, Chris Mason, Walker Moore, Brittany Wainwright and Libby Bond.

MEMBERS NOT PRESENT: Erie Barker

ADOPTION OF PROPOSED AGENDA

Chris Mason made a motion to adopt the Agenda as presented. Walker Moore seconded the motion. Mayor Walter Turner, Danny Perkins, Libby Bond and Brittany Wainwright voted in favor. The motion passed.

APPROVAL OF MINUTES

Chris Mason made a motion to adopt the minutes for the April 15, 2019 regular monthly City Council meeting with the changes as discussed. Walker Moore seconded the motion. Mayor Walter Turner, Danny Perkins, Brittany Wainwright, and Libby Bond voted in favor. The motion passed.

Chris Mason made a motion to adopt the minutes for the May 13, 2019 Special Called Meeting with changes as discussed. Libby Bond seconded the motion. Mayor Walter Turner and Brittany Wainwright voted in favor. Danny Perkins and Walker Moore were not in attendance and therefore abstained. The motion passed.

OLD BUSINESS

Pam Anthony and Libby Bond read the Ethics Ordinance in its entirety and decisions were made by Council on exact wording.

Chris Mason made a motion accept Alternative D in the Board of Ethics section Ordinance as proposed by GMA which reads the Municipal Court of the City of Reynolds shall hear and render decisions on all proper verified complaints filed under this ordinance. Walker Moore seconded the motion. Mayor Walter Turner, Danny Perkins, Brittany Wainwright, and Libby Bond voted in favor. The motion passed.

Chris Mason made a motion to accept Alternative D in the Receipt of Complaints section of the Ethics Ordinance as proposed by GMA. Libby Bond seconded the motion. Mayor Walter Turner, Danny Perkins, Walker Moore and Brittany Wainwright voted in favor. The motion passed.

Libby Bond made a motion for the Council to remain silent and allow local ethics complaints to be filed and processed at any time. Chris Mason seconded the motion. Mayor Walter Turner, Danny Perkins, Walker Moore and Brittany Wainwright voted in favor. The motion passed.

COMMITTEE REPORTS

Finance Committee: No report. Property Committee: The Property Committee met and discussed the sale of property which will be discussed during the Public Work’s Director report. Libby Bond presented Council with Tim Gaines’ request to build a fence outside of Tim’s Fireside Grill to enclose a grill. Chris Mason made a motion to allow Public Work’s Director, Scott Jones to work with Tim Gaines of Tim’s Fireside Grill on the specifications to build a fence to the right of his back door to enclose and keep safe a grill. Libby Bond seconded the motion. Mayor Walter Turner, Danny Perkins, Walker Moore and Brittany Wainwright voted in favor. The motion passed. Police Committee: No report.

FAMILY CONNECTIONS REPORT

Family Connections Director, Lula Neal reported despite the weather there was a fair turn out for the Community Outreach Day sponsored by Taylor County Family Connections and the Reynolds Police Department. She stated that the two entities along with the Library were looking at doing some more of these outreach programs.

CHIEF’S REPORT

Chief of Police, Lonnie Holder had no verbal report.

PUBLIC WORKS REPORT

Public Works Director, Scott Jones had no written report. He informed Council that he had spoken with Brian Causey as well as Steve Slocomb of Hudson & Marshall about the sale of the 150 acres owned by the City of Reynolds. Scott reported he had received conflicting information on the procedures that needed to be followed so he was continuing to research.

FIRE CHIEF REPORT

Fire Chief, Jamie Burgess gave a brief update on the calls made by the Fire Department. He stated all but one incident was minor. There was one major vehicle accident but no serious injuries.

Danny Perkins made a motion to allow the Fire Department to purchase four (4) sets of turn-out gear out of the 2011 SPLOST. Chris Mason seconded the motion. Mayor Walter Turner, Walker Moore, Libby Bond and Brittany Wainwright voted in favor. The motion passed.

Chris Mason and Libby Bond questioned Jamie about some of the equipment requested for the FY 2020 budget. Jamie stated he realized that much of the Fire Departments needs could be met with the use of SPLOST & Solar Funds but that they put them in the regular operating budget to ensure their needs would be covered.

CLERKS REPORT

City Clerk, Pam Dowdy reported receiving email notice that the City of Reynolds would be receiving a check from the insurance company in the amount of $5475.07 for the employee theft in 2015. This payment came as a result of two separate claims being filed due to the policy years. Pam reported that $150.00 had been added to all delinquent taxes from the year 2017 and prior. This charge covered Step 2 in the process of collections and tax sale with GTS. She informed Council that June 17, 2019 letters would be mailed out notifying all parties that their properties would be going to a tax sale. Notices will run in the paper for 4 weeks starting July 11 and the scheduled tax sale is August 5, 2019. Pam informed Council that she and the Assistant City Clerk, Tammy Jones would be out of the office June 12 and 13, 2019 for Elections and Ethics training. Pam asked Council to review the letter from Pine Mountain Regional Library requesting continued support in the amount of $21,297.00 for the FY 2020. Pam was asked to research using Solar/Pilot Payment Funds to fund the library. Danny Perkins made a motion to continue to support the library in the amount of $21,297.00 for the FY 2020 making payment out of Solar Funds if found to be an appropriate expenditure, otherwise the General Fund. Libby Bond seconded the motion. Mayor Walter Turner, Walker Moore, Chris Mason and Brittany Wainwright voted in favor. The motion passed. Libby Bond made a motion to reappoint Alane Patterson to the Pine Mountain Regional Library Board. Chris Mason seconded the motion. Mayor Walter Turner, Danny Perkins, Walker Moore and Brittany Wainwright voted in favor. The motion passed.
