Mayor and Council of Reynolds held a Meeting/Work Session at the Train Depot. The meeting was called to order at 6:01 p.m. on January 29, 2018.

MEMBERS PRESENT: Libby Bond, Chris Mason, Walker Moore and Danny Perkins

MEMBERS ABSENT: Brittany Wainwright and Erie Barker

Chris Mason made a motion to adopt the agenda as presented. Libby Bond seconded the motion. Danny Perkins and Walker Moore voted in favor. The motion passed.


After brief discussion, Libby Bond made a motion for the City of Reynolds to be the Fiscal Agent for the FY 2019 for the Taylor County Family Connections Collaborative. Chris Mason seconded the motion. Danny Perkins and Walker Moore voted in favor. The motion passed.

Danny Perkins requested it be noted that if the funds for any reason were not received from the State the City would not host the program financially. Gerald Mixon of the River Valley Regional Commission discussed the plan and what needs to take place to begin the 2018-2028 Taylor County Comprehensive Plan. A planning hearing was scheduled for February 20, 2018 at 6:30 p.m. at the Flint Building Auditorium. City Clerk, Pam Anthony is to reserve the room. Possible stakeholders were named. Gerald Mixon will provide Pam Anthony with the letter that will need to be mailed out to stakeholders inviting them to the meeting. He will also provide copies of an ad to place in the local paper.

Libby Bond presented council with more information on the 365 Branding. While all were in agreement that the City should take part, the decision was made to wait to see what the City of Butler was going to do because of the cost involved.

Mayor Walter Turner updated Council on issues involving the former City Clerk.

Mayor Turner informed Council of a meeting he and Public Works Director, Scott Jones had with Advanced Disposal, the other garbage pick-up and disposal in this area. He also gave a report of the efforts of the current company’s efforts to clean up and straighten out the issues with their service.

Discussion took place among Council about a request made by Johnny Lawhorn of the County roads department asking the City to pay one third of the cost of a snow plow and spreader purchased by the County. No decision was made.

At 7:57 pm Libby Bond made a motion to go into Executive Session to discuss Personnel Issues.


At 8:01 pm Council reconvened in regular meeting. Chris Mason made a motion to pay Lonnie Holder for two weeks of his vacation time. Walker Moore seconded the motion. Libby Bond and Danny Perkins voted in favor. The motion passed.

The above decision was made because of the shortage of staff and the extreme circumstances within the Reynolds Police Department at this time.
