 +The regular meeting of the Mayor and City Council convened at 6:30 p.m. Monday, January 22, 2018 at the Train Depot.

 +APPROVAL OF PROPOSED AGENDA ​

 +Libby Bond made a motion to adopt the agenda as presented. ​ Erie Barker seconded the motion. Walker Moore and Danny Perkins voted in favor. ​ The motion passed. ​

 +APPROVAL OF MINUTES
 +
 +Danny Perkins made a motion to approve the minutes for the January 8, 2018 meeting. ​ Libby Bond seconded the motion. ​ Walker Moore, Erie Barker and Brittany Wainwright voted in favor. ​ The motion passed.

 +OLD BUSINESS

 +Libby Bond reviewed the proposed leases and discussed issues within the leases with the City Attorney. ​ After much discussion a meeting of the Property Committee was schedule for Wednesday, January 24, 2018 at City Hall with Scott Jones Public Works Director to be in attendance.

 +Gerald Mixon with the River Valley Regional Commission presented Council with an outline of the Taylor County Comprehensive Plan, which in portion is due by February 2019.  Council agreed to discuss further at the January 29, 2018 City Council Work Session.

 +POLICE CHIEF’S REPORT
 +
 +Chief of Police, Lonnie Holder reported having to issue citations to residents because of dogs not being on leashes and running loose in the neighborhoods. ​ He informed Council that animal control has announced they will only come to Reynolds to pick up animals on the weekends. ​ Although the Reynolds Police Department is diligently working at correcting the problem their hands are tied with assistance.

 +Chief Holder also announced interviews had been conducted to fill current vacant positions. ​ Offers were made to three very promising candidates and procedures for getting them enrolled in the Academy had started.

 +PUBLIC WORKS DIRECTOR REPORT ​

 +Public Works Director Scott Jones reported that Trans Waste truck had a major hydraulic break on Calhoun and S. Sumter Street. ​ The company put some material out to dry it up but the Public Works Department has had to go back a couple of different times and put out more.  This is an ongoing issue with Trans Waste as well as complaints of trash not being picked up and cans being broken by the Trans Waste driver. ​ Council advised Scott to review the current contract and to start looking for other providers.

 +Scott introduced Randy Johnson with Liberty Utilities to Council. ​ Randy presented Council with their proposal to the City for purchase of the Reynolds water system.

 +City Clerk, Pam Anthony reported three new water connections for the City of Reynolds.

 +Libby Bond made a motion to open a new checking account for the Georgia Family Connection Collaborative funds. Erie Barker seconded the motion. Walker Moore, Brittany Wainwright and Danny Perkins voted in favor. ​ The motion passed.  ​

 +MAYOR’S REPORT
 +
 +Mayor, Walter Turner shared his goals for the coming year with Council. ​ His main goal is to make the City of Reynolds a Live Work Play city.  He would also like to see the city get a bicycle or golf cart path and disc golf.  Mayor Turner expressed interested in each member of the council attending the Conference in Savannah in June.  Another goal mentioned was to install irrigation in the park.  He again challenged Council to share their goals with our Councilmembers or himself.

 +Libby Bond made a motion to elect Pam Anthony as the City Clerk for the year 2018.  Erie Barker seconded the motion. ​ Walker Moore, Danny Perkins and Brittany Wainwright voted in favor. ​ The motion passed.

 +Danny Perkins made a motion to elect Lonnie Holder as Chief of Police for the year 2018.  Erie Barker seconded the motion. Walker Moore, Libby Bond and Brittany Wainwright voted in favor. ​ The motion passed.

 +Libby Bond made a motion to elect Scott Jones as Public Works Director for the year 2018.  Walker Moore seconded the motion. ​ Danny Perkins, Erie Barker and Brittany Wainwright voted in favor. ​ The motion passed.

 +Danny Perkins made a motion to appoint Jamie Burgess as the Fire Chief for the year 2018. Brittany Wainwright seconded the motion. ​ Walker Moore, Libby Bond and Erie Barker voted in favor. ​ The motion passed.

 +Libby Bond presented Council with information on a project that the Taylor County Chamber of Commerce, the City of Butler, Taylor County Commissioners and the Development Authority is entering in to develop branding for Taylor County as a whole. ​ The name of the project is 365 Branding, the company providing the service will assist the city in developing and maintaining a website as well as coming up with an overall look for the County as a whole to market the area.  Council requested that Councilwoman Bond have additional information for Council at the Work Session on January 29, 2018.

 +Danny Perkins made a motion to go into Executive Session to discuss personnel issues. ​ Libby Bond seconded the motion. ​  ​Walker Moore, Erie Barker and Brittany Wainwright voted in favor. ​ The motion passed.

 +Once of out of Executive Session the motion was made to adjourn.
