 +The Work Session of the Mayor and Council of the City of Reynolds convened at 6:35 p.m. on Tuesday, December 10, 2019 at City Hall.

 +MEMBERS PRESENT:​** ​ Mayor Walter Turner, Libby Bond, and Danny Perkins ​
 +Also, in attendance were Public Works Director Scott Jones and Chief of Police Lonnie Holder

 +**MEMBERS NOT PRESENT:​** ​ Brittany Wainwright, Erie Barker, Chris Mason, and Walker Moore.

 +**INVOCATION:​** ​ Lonnie Holder

 +**ADOPTION OF PROPOSED AGENDA:**
 +  ​
 +Danny Perkins made a motion to adopt the amended agenda as presented. Libby Bond seconded the motion. ​ Mayor Walter Turner voted in favor. ​ The motion passed.

 +**BUSINESS**
 +
 +Council members reviewed and discussed proposed General Fund budget amendments to cover the Streetscape project revenue, expenses and overage on recreation; and adopting budgets for revenue and expense for the TIA and Fines and Forfeiture funds.
 +
 +Danny Perkins made a motion to adopt the proposed amendments to the General Fund and adopt the proposed budgets for TIA and Fines and Forfeitures funds. ​ Libby Bond seconded the motion. ​ Mayor Walter Turner voted in favor. The motion passed.

 +Public Works Director Scott Jones informed Council that Rod Walker had been hospitalized for a stroke and gave an update on his condition. ​ Scott discussed the fact that with Rod in the hospital he was only left with one other person in his department. ​ Council discussed posting a position and hiring with a 6-month probationary period. The person would be trained to fill in all positions.

 +Scott also discussed the sale of the current inoperable backhoe and the need for one in the department. ​ Council requested the subject be tabled until after the meeting Monday where USDA will present the terms of the water project loan/grant.

 +Danny Perkins asked about getting someone to pick up the limbs this month. ​ Scott informed Council he had discussed the issue with Fall Line Commercial and they could pick up at any time.

 +Chief of Police Lonnie Holder expressed concern of the security of the back area (garage) at City Hall. After discussion Council requested that Scott contact Michael Duncan for a bid to wall up and put in a security door on one side and a door company for replacement or repair of the garage door by next meeting.

 +Chief Holder also informed Council that he was purchasing monitors out of the Forfeiture fund to put up in the entrance at City Hall and in the Court room.  The monitors will be used for informing public of closing dates, posting agendas, fines, etc.

 +Libby Bond made a motion to adjourn the meeting. ​ Danny Perkins seconded the motion. ​ The meeting adjourned.
