The Special Called Meeting of the Mayor and Council of the City of Reynolds convened at 6:33 p.m. on Monday, August 26, 2019 at City Hall.

MEMBERS PRESENT: Mayor Walter Turner, Libby Bond, Danny Perkins and Chris Mason.

MEMBERS NOT PRESENT: Brittany Wainwright, Erie Barker and Walker Moore.

INVOCATION: Libby Bond

ADOPTION OF PROPOSED AGENDA:

Chris Mason made a motion to adopt the agenda as presented. Danny Perkins seconded the motion. Mayor Walter Turner and Libby Bond voted in favor. The motion passed.

BUSINESS:

Land Sale The Mayor gave an overview of the process and order of events of the land sale that took place on Thursday, August 22, 2019. The sale occurred in order to sell the 141.766 and 2.13 acres of city surplus land. Libby Bond made a motion to accept the bid of $106,324.50 plus 10% $10,632.45 buyer’s premium for a total of $116,956.95 from Continental Farming Corporation on the 141.766 acres. Chris Mason seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor. The motion passed. Chris Mason made a motion to accept the bid of $8000.00 plus 10% buyer’s premium for a total of $8800.00 from Enola Ross for Lot A & B 2.13 acres. Danny Perkins seconded the motion. Mayor Walter Turner and Libby Bond voted in favor. The motion passed.

GA Center – Volunteer Work The Mayor and Council discussed areas within the City that may be appropriate for the residents at the GA Center to perform volunteer work. The welcome to Reynolds signs and streetscape bench areas were discussed as well as painting of fire hydrants in areas throughout town. It was decided that the GA Center residents could adopt the welcome to Reynolds sign on the north side of town (Hwy 128) to begin with. The Mayor would contact the Masonic Lodge and let them know the City had been contacted by another organization to do volunteer work and see if they choose to continue to do cleanup at the welcome to Reynolds sign on the west side of town. If the Masonic Lodge chose not to continue it would then would become another option for the GA Center. It was also decided designs for paintings of the fire hydrants would have to be approved by Council. The Mayor requested the City Clerk to notify LaShay Wilson of the GA Center of the decision.

Food Drive – Armory Mayor Turner read a note from Lula Neal director of Family Connections requesting use of the Armory by the Macon Food Bank to distribute food on September 24, 2019 for approximately four to six hours. Libby Bond made a motion to allow the Macon Food Bank to use the Armory signing a $00 contract in order to assure cleanliness of the Armory. Chris Mason seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor. The motion passed.

FY 2020 Budget Danny Perkins had several questions in reference to the budget as presented. The budget was reviewed and questions answered. Chris Mason made a motion to adopt the FY 2020 proposed budget. Libby Bond seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor. The motion passed.
